Capital bandh announced

ITANAGAR, Jun 28: The Capital Complex unit of All Nyishi Youth Association (ANYA) has decided to call 12-hour bandh on July 11 in protest against non-fulfillment of the Association’s various demands.

The Capital Complex unit of ANYA has been demanding for eviction of all land encroachers, relocation of Pipe Company located near ME School, Barapani, Naharlagun from the present location and shifting of Ganga Mandir to a suitable place.

The Association has threatened to intensify protest by calling more such bandhs of longer duration in case the government fails to fulfill demands.

 

Anti-Malaria drive in Tirap

KHONSA, Jun 28: In an effort to eradicate malaria, Sevakendra, a NGO under Miao Diocese organized a training programme in collaboration with District Health Society, Khonsa on June 27 and 28 in connection with observation Anti-malaria month .

Inaugurating the programme Dr T Matey DVBDCO cum in-charge DMO highlighted the malarial disease in Tirap District and advised the CHVs to give their selfless services to the people.

The basic aim of training was to provide better service to the interior villages in Tirap by involving the village volunteers in the Health care system.

Altogether, 15 Community Health Volunteers (CHVs) from different malarial prone villages have participated in the two days training programme. During the two days training, the resource persons gave details about causes, diagnosis, treatment and prevention of malaria.

On the occasion, DVBDCP staffs demonstrated the Rapid Diagnosis test (RDT), slide Test and Malaria testing kits and medicines were distributed by Sevakendra staff. DIPRO

 

AAPRTIAYF complains against Bameng BDO

ITANAGAR, Jun 28: The All Arunachal Pradesh RTI Activists Youth Forum (AAPRTIAYF) has lodged a complaint against the BDO of CD block Bameng alleging misappropriation of BADP scheme.

In a complaint letter to the Officer In-charge, PS, Seppa, it claimed that the BDO has misused the fund meant for the construction of suspension bridge over Lapabung river between Tallo and Rikung village under BADP scheme at Bameng.

The work which was sanctioned in the year 2011-12 is yet to be initiated and through the RTI it has been revealed that the bill has already been drawn, it alleged.

 

Training on organic farming

DAPORIJO, Jun 28:  A day-long training camp on organic agriculture was organized by Upper Subansiri District Farmer Society at Sera Tapapu of Chetam Circle today.  The training was sponsored by Agriculture Technology Mission Agency. Forty farmers from different village actively participated in the training camp.

Resource person Rumro Sorum, Horticulture Development Officer advised the farmers to upgrade the farming system with modern technology. He imparted training on orange cultivation in the hilly area.  Farmers were very happy with the training camp.

 

Colony bridge inaugurated

ITANAGAR, Jun 28: A bridge connecting Panchayat colony to Down Polo colony was inaugurated by local MLA Techi Kaso today at Naharlagun. The inaugural function was also attended by Kipa Kaku, the councillor of Municipal Ward No.21.

 

Dare Potum passes away

ITANAGAR, Jun 28: One of the active grass root leader who was known for his social work and standing up for rights of transport federations of state, Dare Potum passed away this morning at his residence at Papu Nalah after prolonged illness. Former ANSU games and sports secretary, late Potum was born on February 3, 1974. He graduated from DN College in the year 1996. Late Potum is survived by two wives, four sons and four daughters. Meanwhile various transport bodies of state as mark of respect to late Potum has decided not to ply public transport vehicle on 30th of this month. The decision has been taken to pay homage to late Potum who always fought for rights of public transport owners and workers alike.

Meanwhile, Yangda Abu Welfare Society (YAWS) has mourned the demise of its Chairman Dare Potum. Describing late Potum as a renowned social worker and a true youth leader of Taba village under Damin circle in Kurung Kumey district, the society wrote in the condolence message, his untimely demise has left a huge vaccum in the Yangda family in particular and Nyishi society as a whole. He was like a brotherly figure. His work and love for the society shall remain immortal in the heart of every member. Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

 

DC inspects trans-Arunachal highway road

SEPPA Jun 28: The East Kameng District Deputy Commissioner Tarin Dakpe along with Superintendent of Police, ADC & LRSO inspected the Trans-Arunachal Highway Road from Bana to Seppa yesterday.

During the inspection, the DC had interacted with the people of the area including Kafla village falling under Highway Road and also meticulously identified the ownership and rectified claims of compensation for the affected land and properties. He had also interacted with the officials of VNCPL Company Ltd, an agency for the said road at Bana and directed them to take over Trans-Arunachal Highway road from Seppa to Khodaso immediately. He further instructed VNCPL Company Ltd to fill up the potholes of Seppa-Bana Road.

Meanwhile, the company agreed to carry out the work.

Apart from this the DC inspected the source of drinking water supply from Type-I to Main market and also inspected Town drainage system. Later, he visited the site of Mini-Secretariat building and directed PWD to take up immediately. DIPRO

 

Reassessment of compensation bill sought

ITANAGAR, Jun 28: A group of land owners of the Chimpu area, who are affected by the 4 lane highway construction works from PHQ point towards Hollongi, have demanded the Deputy Commissioner for a reassessment of the present land compensation bill prepared by the Land Revenue and Settlement Office (LR&SO), as they feel that the bill has numerous anomalies and will thus not be able to disburse the adequate compensation to them. They have also expressed their resentment towards the bill and have threatened to resort to “democratic” protests, if their demands are not met.

 

2nd phase of ‘Massive Integrated Education cum Awareness’  programme begins

ITANAGAR, Jun 28: The 2nd phase of programme on ‘Massive Integrated Education cum Awareness’ began today at Dirang and will continue till July 2 next at Bomdila, Rupa, Kalaktang and Nafra of West Siang district.

Aimed at providing basic working knowledge on various aspects and dimensions of cooperatives, cooperative members, promoters and general public are participating in the programme. The programme is being conducted by a team of faculty from A P State Cooperative Union, Naharlagun.

 

AAP approved

ITANAGAR, Jun 28: The Anchal Samiti meeting of Tali Community Development Block held yesterday approved the draft Annual Action Plan (AAP) of centrally sponsored scheme for the year 2013-14.

Attending the meeting, Block Development Officer Nani Taka briefed about the nature and guidelines of centrally sponsored schemes available with the CD blocks. He requested them to cooperate with the block officers and officials for successful implementation of all those centrally sponsored schemes pertaining to Tali CD block.

Presiding over the meeting, Tali Anchal Chairperson Yura Yallong discussed in threadbare on various schemes, such as MG-NREGA, Indira Awas Yojona, (IAY), SGSY, SHG, IWMP and block office infrastructure development, like residential quarter for block staff before finalizing the AAP. All the ASMs, Gram Panchayat Chairpersons and ZPM Tatung Talin actively took.

Both the ZPM and Anchal Chairperson requested all PRI members to extend full cooperation to the Bock Development Officer and his staff for smooth and successful implementation of any scheme to be implemented by them.

 

AOSU seeks Govt support for anti-opium campaign

ITANAGAR, Jun 28: The All Ozakho Students Union (AOSU) has requested the state government to sanction funds in order to organize “Anti-Opium Awareness” programme as a follow up action to their recent search operation busting a huge amount of opium, ganja and foreign liquor from Ozako area.

The AOSU has also questioned the state government whether the victims of the 1st November last year fire accident would be provided with any compensation or rendered helpless as they are still hoping for help.

 

24th Hong Dree Football Tournament

KNTBFC, SCAT enter semis

ITANAGAR, Jun 28: Kago Narang Tallo Budhi Football Club (KNTBFC) grounded Young Gunner Football Club (YGFC) 3-0 goal in the first quarterfinal match to enter into semifinal in the 24th Hong Dree Football Tournament at Hanoko, Ziro today. KNTBFC dominated the proceeding right from the beginning as Narang Novin scored all three goals for his team in 25th, 26th and 73rd minute.

The second quarterfinal match was played between Sambu Club A-Team (SCAT) and Hibu Punyo B-Team (HPBT) in which SCAT beats HPBT by 2-1 goals to become the second team to enter semifinals.

 

Week-long training on mushroom at WTP ends

ITANAGAR, Jun 28: The week-long training on mushroom and modified loin loom for women concluded today at Women Technology Park (WTP), Rajiv Gandhi University (RGU).

Addressing the trainees on the valedictory function, Prof. Amitava Mitra, Finance Officer, RGU urged them to make proper use of the training and the knowledge gained.

Earlier, the Coordinator of the WTP Dr. Nani Tamang Jose highlighted the week-long training activities and briefed the achieved target of the program.

K. Thomas, Assistant Registrar, Project/UGC also spoke on the occasion.

ITANAGAR, Jun 28: All Sajolang (Miji) Students’ Union (ASSU) has felicitated meritorious sports persons and students, belonging to Sajolang (Miji) community, who excelled in CBSE class X and XII examination, in a simple but impressive function at Bomdila yesterday. The meritorious sportspersons felicitated on the occasion were, weightlifter, Jimjang Deru and athlete Sonjoy Sangchoju Miji of 3rd IRBn.

Promising lifter Jimjang won Gold medal in Asian Youth Weightlifting championship held in Doha, Qatar this year while Sonjoy bagged a Bronze medal in shot-put in North East Games held at Imphal, Manipur in April this year.

MLA cum Parliamentary Secretary RT Khunjuju, West Kameng Deputy Commissioner AK Singh, Arunachal Pradesh Building and Other Construction Workers’ Welfare Borad Chairman Jalley Sonam, Kalaktang ZPM Tsering Sonamm the President of Sajolang Elite Society, DSU members and HODs were present in the function.

All Sajolang Students Union (ASSU) submitted a memorandum to the APB&OCWWB Chairman for taking up the matter for recognition of those meritorious sportspersons with the state govt.

 

7th district level monitoring committee meeting held

PASIGHAT, Jun 28: The 7th meeting of District level Monitoring Committee of East Siang was held on June 25 last at DC’s conference hall.

On the occasion, Deputy Commissioner R K Mishra appealed for whole hearted participation from PRI members, administration officers and government engineering wings for making the meeting purposeful.

DPO Ponung Boring briefed the objectives of the meeting. Institution of effective monitoring body at district, subdivision and circle levels, lack of specific fund for vehicle and other related expenditures, intervention on dispute in scheme implementation by administration, active participation of PRI representatives and administration officers in monitoring activity were thoroughly discussed and adopted in the meeting. ITANAGAR, Jun 28: A three days training on various laws for woman workers under gender budgeting programme concluded at Ruksin, Mebo and Pasighat recently.

Sponsored by department of labour and employment, DLO Pasighat T Ringu, Labour Inspector Naharlagun Gyamar Tajik, Advocate Pai Kakki, JT Govt. Hr Sec School, Pasighat Onya Padung deliberated on the various laws to the participants.

11 conferred State Tourism Award-2013

ITANAGAR, Jun 28: The first ever Arunachal Pradesh State Tourism Award giving ceremony was held at Banquet hall this evening.

Chief Minister Nabam Tuki handed over the Tourism Award -2013 to 11 persons in various categories in recognition of their contribution towards promotion of tourism in the state in presence of many ministers, parliamentary secretaries, MLAs, officers and various tourist promoters.

The awardees included Arif  Siddiqui, the noted photographer of state who received special jury award for his relentless effort to showcase beauty of Arunachal to the rest of world through his photography. The other winners were Oken Tayeng of Abor Country Travels & Expeditions (highest revenue earner), Bamin Chada (Best tourist guide), Duyu Tamo of Duyu Tours & Travels (Cultural Tourism), John Panye of Tribal Adventure Tours (Adventure Tourism), Bengia Mrinal of BAC Voyages (Bird/wild life tourism), Tenzin Lendup (Best contributing officer), Mrs K Kampu of Abasa Homestay (special jury award), Indi Glow (special mention award) and Padmashri Lama Thupten Phuntsok of Manjushree Vidyapeeth Orphanage (Atithi Devo Bhava Award). Gakyi Khang Zhang was awarded as best eco-friendly hotel.

CM Tuki while addressing the gathering expressed hope that  recognition of the hard labour and dedication of awardees in promotion of tourism will energize young entrepreneurs and lead to the increase in tourist flow into state.

“Am hopeful that this token of gesture from department of tourism will boost the morale of tour promoters of state. However we still got many works to do in order to ensure that Arunachal becomes popular tourist destination in true sense. And most important among all is safety and security of tourist. We have to work hard especially in this field,” said Tuki.

He also informed the gathering that government of Arunachal has requested union tourism ministry to include districts like Tirap, Changlang and Longing in the tourist circuit.

Earlier welcoming everyone secretary tourism Sonam Chombay informed that main aim of organizing the event was to remember and recognize the contribution of people because of whom tourism sector has witnessed change in recent years.

Parliamentary secretary for tourism PD Sona in his address expressed confidence that one day in future Arunachal Pradesh will become number one tourist destination of the country. Minister tourism Pema Khandu also addressed the gathering and stated this award giving ceremony is the beginning of all the good things awaiting Arunachal tourism in the future.

The gathering was also addressed by director tourism Taru Talo. On the occasion annual report of department of tourism for the year 2012-13 was released.

 

 

SLSMC approves 10 slums in Capital for development

ITANAGAR, Jun 28: The State Level Sanctioning and Monitoring Committee (SLSMC) today in principle approved development of ten identified slums in the capital complex under the Rajiv Awas Yojna (RAY) being implemented across the country by the Union Ministry of Housing & Urban Poverty Alleviation.

Chairing the first SLSMC meeting, Chief Minister Nabam Tuki accorded the approval in presence of Urban Development Minister Rajesh Tacho, Parliamentary Secretary (UD) Padi Richo, capital MLA Techi Kasso and Itanagar Municipal Chief Councilor Higio Aruni. The meeting also approved the Rental Housing Project – one each at Itanagar and Naharlagun – a component under RAY Pilot Project for onward submission to the Union Ministry.

With the SLSMC approval, nodal agency of RAY in the state, the department of Urban Development would go ahead with preparation of a DPR for submission to the Union Ministry for final approval and sanction.

The Rajiv Awas Yojna (RAY) aims to safeguard the economic future of cities by integrating the urban poor into economic mainstream, and providing decent shelter and services to all. Its basic objective is to develop slums into proper dwelling places with all basic amenities as well as prevent further creation of slums in urban areas through a two-pronged strategy – curative and preventive.

The Chief Minister observed that the ‘preventive’ aspect of the objective of RAY holds more significance than the ‘curative’ part, especially in context of the state capital Itanagar. “Development of urban slums and their integration into the mainstream economy is alright but we must ensure that there is no further mushrooming of slums. Only when we can ensure this, we will be successfully implementing the ambitious project of UPA-II,” he said.

The Chief Minister also urged all – officials and politicians – to discourage encroachment of government premises as he felt that most of the slums come up in government land such as parks, industrial areas, official premises, etc or encroach into it.

Tuki advised the experts and the departmental officials to take into consideration all aspects of future development of the identified slums while preparing the DPR.

On his suggestion the SLSMC approved 10 slums falling under the ‘most vulnerable’ category from the 29 identified slums in Itanagar, Naharlagun and Nirjuli for development in the first phase. Of the 14 identified slums in Itanagar 5 would be taken up in the first phase, 4 from the 16 identified in Naharlagun and one from the 3 identified slums in Nirjuli.

Citing the Uttarakhand tragedy, the Chief Minister cautioned the concerned department not to allow builders come up with infrastructures at vulnerable places such as over streams, near river beds and landslide zones. He also called for a law to make it mandatory for all buildings to be earthquake resilient.

The meeting was also attended by UD Secretary, Finance Secretary, Director-cum-CE UD, Director Town Planning, Capital Deputy Commissioner and other officials.

 

 

Lohit on high alert to face flood fury

TEZU, Jun 28: Lohit District Deputy Commissioner R K Sharma today called an emergency meeting with all the Heads of Department, Administrative Officers, Police as well as paramilitary forces as a part of Preliminary Preparedness for flood control in the district at his office chamber.

Concerned over the recent havoc in Uttarakhand, Sharma said that we have already gone through similar experience in last year’s monsoon flood in our area and added that though the magnitude of damage was much lower here, we cannot take the rain for granted. He therefore instructed all the departments to be in ready with their man power as well as machine power to face the wrath of flash flood if there be any.

All the work departments, police and paramilitary forces have also been alerted.

He also instructed every Sector Officers to take care of their respective sectors and to inform the District Disaster Management Cell in case of any sign of danger of water flow in their area. Constant verification will help in timely diversion of the water at the earliest, he said. Every one of us has to be in readiness and be prepared to render immediate relief and rehabilitation measures in the area, he added.

Earlier, there were reports of water flowing above the danger level in Tafragam, Changiang and Duraliang villages which has now receded. TB-Hayuliang-Kamlang road was also affected by the rainfall.

Meantime, the Alubari Ghat remained cut off till the latest report. Electricity and water supply was also affected. However the concerned department restored Electricity and water supply. DIPRO

 

 

APCSOA team calls on CM,  demands enquiry into assaults on officers

ITANAGAR, Jun 28: Arunachal Pradesh Civil Service Officers’ Association (APCSOA) has expressed strong resentment over Govt turning a deaf ear to various demands of the Officers’ association.

“The Government must set up an enquiry committee to enquire into the manhandling/ physical assault on Dr. Rubu Tabiyo, CO/RO Nyapin on April, 25 at Nyapin, Ainstein Koyu, EAC/RO, Seppa on May 18, Rido Tarak, CO/ARO Palin on May 22, attack on ADC/RO, Pania, ransacking of his official Bungalow on May 22 and assault of Jalash Pertin, ADC/RO Chayangtajo on June 21 at Seppa,” the APCSOA’s memorandum submitted to the Chief Minister, said. A delegation APCSOA today called on Chief Minister Nabam Tuki and placed its various demand before him through representation, which included enquiry into the assault on the APCS officers during the recently concluded Panchayati Raj Election in the State, timely transfer of officers by invoking the Rule 28(3) of part IX (Miscellaneous) of APCS recruitment rule, grant of soft loan to APCS officers, providing of adequate infrastructure in all administrative headquarters, including security, posting of 5 additional secretary to Govt. and early submission of Bagra Committee report besides other demands.

Responding to the memorandum, the Chief Minister reportedly assured to constitute a committee headed by a Commissioner or Secretary of the Govt. to inquire into the cases of assault on the APCS officers.

He was also in favour of the proposal for posting of the officers to the hard and remote localities, medium and soft locations on rotation. The Chief Minister also called for submission of the Bagra Committee report which was constituted on June 1, 2012 to look into the various demands of the Arunachal Pradesh Civil Service Officers’ Association.  

In regards to the demand for granting soft loan to APCS officers, the Chief Minister agreed the proposal in principle maintaining that the Civil Services Officers being the local guardian of the peoples of their jurisdiction must have facilities to stay with dignity.

The Chief Minister advised the Association to maintain discipline and to strictly follow the guidelines, acts and rules and not get governed by other mediums to avoid ugly situations.

Further, he requested the Association not to resort to strike etc. as the APCS officers were the backbone of the Govt. and such act will paralyze the Govt. The grievances of the APCS will be looked into at best possible on priority, he assured.

 

 

Review meeting on power and water scarcity held

PASIGHAT, Jun 28: A review meeting on power and water supply at Pasighat was held on June 26 last at the DC’s conference hall which was attended by the Deputy Commissioner R K Mishra, Municipal Chief Councillor Denong Tamuk, SE (Power) Rokom Bado, EE (PHED) Oyuk Padung, President PPWC Okom Yosung (ZPM) and Pasighat municipal councillors.

Participating in the meeting, DC sought cooperation from all stakeholders to mitigate the problems of power. He also advocated for rainwater harvesting, micro planning, small projects suited to local needs in regards to water scarcity. The SE power intimated that present power problem was due to fault in between Ziro to Daporijo and between Aalo and Daporijo and the power supply is expected to be normalized within a day or two.

PMCC Denong Tamuk suggested that required fund for improvement of power and water supply at Pasighat could be taken up with the government collectively by both the elected municipal & pachayat bodies.

EE PHED highlighted the reasons for scarcity of water at Pasighat.

All the councillors also strongly demanded for immediate restoration of water and electricity in the township. DIPRO

 

 

APSCW visits women PS

ITANAGAR, Jun 28: An APSCW (Arunachal Pradesh State Commission for Women) headed by Chairperson Gumri Ringu along with Arunachal Pradesh Women’s Welfare Society members visited the first ever Women Police Station at Itanagar and had a detailed interaction with the Officer-In-Charge Chuku Nanu Bui and team of the spirited women police.

While lauding the women police team for tackling women related cases like cracking of sex racket and kidnapping cases successfully despite of infrastructural shortage, the visiting women team urged the govt. to provide adequate number of vehicle to the women police station so that they can discharge their work round-the-clock.

The APSCW team also visited the District Jail to where the juvenile were found kept locked up in violation of Central government’s direction.

The team urged the nodal department and State govt. to immediately take proactive steps to address the problems of Juvenile children, who come in conflict with law, and activate the Juvenile Justice Board and Child Welfare Board.

The only Juvenile home functional in the State is at Pasighat which is 300 km from the state capital. Without the help of all the stake holders, it is not possible for the Women Commission and the Police to achieve its desired target, the release said.

The team, however, appreciated the jail authority for keeping the inmates in good atmosphere and the government for fulfilling the long cherished demand of all Women Police Station in Capital.  

 

 

Admn. urged to act tough against drug peddlers

RUKSIN, Jun 28: Ruksin Circle Students’ Union (RCSU) has expressed grave concern over rampant use of cheap liquor and banned drugs by young children here.

Ingestion of alcohol, narcotics and other contraband drugs (in form of injection) by young children are so rampant at Assam-Arunachal boundary that it is posing serious health risk not only to the users but also great threat to the very fabric of the society, RCSU said in a release.

Alleging police inactivity, the students union claimed that drug mafia were active in the area and they were doing their hefty business without facing much trouble from police. The union suggested for a coordinated efforts by police and excise personnel from both Arunachal and Assam to apprehend those drugs peddlers.

The civil administration of Ruksin sub-division had issued an executive order against the illegal practices after RCSU had moved the former to check the illegal trade and consumption drugs in the area.

The RCSU is planning to launch a series of awareness campaign against drugs abuse and harmful effects drugs and alcohol from first week of next month.

 

 

DC Capital Complex holds meeting on disaster preparedness

ITANAGAR, Jun 28: The DC Capital, Sanjay Goel today hold a meeting in his office Chamber to discuss the precautionary and preventive measures to be taken to meet any emergency in case of natural disaster.

During the meeting, SP, Fire and Emergency Services, Kime Aya presented the overall view of the stock of equipments that is available with the department like the fire fighting equipments, fire tenders etc.  

He informed the DC about the numbers of personnel including the officers that are available with the department. The SDPO Naharlagun, Jummar Basar informed about the preparedness of police department for any disaster and requested that if the National Disaster Rescue Force (NDRF) could carry out demonstration workshop in the state and provide training to the Police Personnel here, it would be really helpful as they are well trained to deal with disasters.

The DC assured them that he would look into the matter and also asked them to be alert and be prepared with whatever force and equipments that they have and inform the DC Office immediately in case any emergency.

The Officials from PWD were asked to carry out regular drain cleaning and keep their back – hoe loader, tipper, cranes etc in good working condition.

Advising the concerned departments to take care of their assets, the DC said that if any damage is caused, it should be reported to the DC Office. He also advised them to direct their JEs to take report of every sector every 3-4 days and to further survey the vulnerable areas and provide the report to him. The DC also urged EE PHE Tadar Mangku to ensure that good quality water is supplied to the residents and to keep the provisions for packaged potable water ready in case of any exigency and also urged the PHED to keep the mobile water tankers in good running condition.

The DC asked the Deputy Director, UD, Gyamar Tachung to streamline the system of garbage dumping and keep the city neat and clean.

Meanwhile, Tachung informed that all the garbage are being now dumped at Hollongi, away from the town. He also informed that 7-8 numbers of garbage dumpers are also expected by the next month which would help in collecting door to door garbage.

The DC asked all the departments to be well prepared and to work together in unison and cooperation so that the best possible action is taken in any emergency.

The battle between Humanities and Technical and Medical studies continues by and large in every nook and corner of the world. This is one such issue that has been troubling me since my high school days and the urge to put it in words became more urgent when I was watching the recently released movie of Ranbir and Deepika ‘Yeh Jawaani Hai Deewani’ when Naina’s (Deepika Padukone) mother brags about her daughter’s academic pursuits to Naina’s friend Aditi (Kalki) when they bump into each other after years of separation since school days and says ‘yeh medicine kar rahi hai, tum kya kar rahi ho beta?’ to which Aditi replies with a sense of lowness,’Main toh aunty Arts,mujhse zyaada padhai wadhai nahi hoti’..

This is not the only movie where the stream of Arts has been oddly diverted to make way for other grand sounding courses like engineering, MBBS, MBA, so on and so forth. Similar low-spirited remarks have been made in the celebrated movie of 3 Idiots also.

None of the parents ever tell his/her offspring to take up literature or sociology or any of the courses related to the humanities, apart from a collective few. This is a familiar trend practiced by most of the parents. On what grounds, the answer remains a mystery. Do taking up these subjects (literature, language, philosophy, culture etc) make one less productive or does it reduce the chances of fetching a job for oneself in times to come? Come on, even Shakespeare and Karl Marx can swell up your wallet if students show some endeavor to take the plunge!

We can perfectly relate this ‘pull factor’ with Arunachal Pradesh where all the young minds are getting hallucinated towards the luminous tech degrees. But have you ever observed? It’s always the students hailing from the humanities background, who have a crack at the civil services and consequently emerge as the victor. Even Administrative jobs give out a lustre you can’t ignore!

Even months before the board results are declared, coaching classes of Itanagar and Naharlagun are already crammed with ‘prospective’ engineers and doctors and if all else fails Arts and Commerce colleges always prevails... Isn’t it? This is how the landscape of people’s mind is shaped and this is always how it operates. They have a propensity to treat it like an option. I concur to the dilemma of the masses and somewhat sympathize with the fact that a very few options open up once you decide to take this route but let’s not look down upon it. The significance of Humanities might have been overshadowed by the upcoming, lucrative and most sought after academic streams, but life appears to be best in three things; old wine to drink, old friends to trust and old authors to read and to comfortably quote Terry Eagleton, “The humanities should constitute the core of any university worth the name.”

All in jest ‘forget the tigers, save the Humanities people. We are a dying breed’!!

 

 

Delhi Police to adopt secular face

NEW DELHI, Jun 28: Delhi Police have initiated steps for its mainstreaming under the guidance of its commissioner Neeraj Kumar.

Recruitment in various parts of the country including in North East India for adopting an Indian face and make Delhi Police secular by character is on its priority agenda, joint commissioner of police (Training) Robin Hibu said in his address to 700 trainee constables at the Police Training Centre here Thursday, who are scheduled to pass out on July 12 next at a function to be attended by Union Home Minister Sushil Kumar Shinde.

Enlisting measures to refurbish its image, Hibu disclosed that plain-cloth cops are deployed in DTC buses, trains and metros to deal with criminals.

Hibu, chief coordinator for the safety and security of NE students and employees residing in Delhi, enlisted numerous steps including inclusion of topic in training syllabus for mainstreaming of Delhi Police, training imparted to 37 representatives of NE states on ‘Know your Delhi’, ‘Structure of Delhi Police’ and ‘Citizens’ role in crime prevention’ etc to serve as eyes and ears of the NE citizens in distress, zero tolerance against criminals, roping in eight NE state bhawans for recruitment, security awareness in partnership with Delhi Police, hosting a website – www.dpne.com – for suggestions and grievances, providing legal aid to those in distress by the PTC with the help of Delhi State Legal Services Authority and public prosecutors, mapping of areas inhabited by NE residents for deploying beat constables and increasing patrolling, analysis of crimes against NE citizens and measures to contain them.

Earlier, senior journalist Pradeep Kumar from Arunachal Pradesh speaking on - Pragaati ki raho par insaniyat ki hatya aur bardiwaley baney bali ki bakra, Kyun? - highlighted problems faced by the NE people in New Delhi because of their simple nature, Mongoloid features, difference in language and attitude in comparison to their mainland counterparts.

As per the MoHA guidelines, the Delhi Police invite noted journalists and NGO representatives of the NE to address Delhi cops to acquaint them with the problems confronted by the NE citizens.

Drawing comparison between the NE and the mainland, Kumar said that while India’s police continue to be governed by the archaic and colonial police law passed in 1861, most of the states after independence have adopted the 1861 Act without change, while others have passed laws heavily based on the 1861 Act as the Indian Constitution makes policing a state subject.

Expressing dismay that the police force of the nation is yet to have the identity of a saviour as the society looked down upon them as tormentor, Kumar, Editor of Arunachal Front and ANI correspondent, disclosed that the institution of Gaon Bura, set up under Assam Frontier (Administration of Justice) Regulation 1945, in Arunachal, discharge the role of a police and judge as the direct representative of the administration at village level.

While many judges of Gauhati High Court were highly impressed by justice delivery system of settling any dispute by the GBs within maximum 48 hours with hardly any cost involved, present Supreme Court Chief Justice Altamas Kabir, during his visit to the state few months before assuming office to open the legal aid centre, had told hundreds of GBs: “You are part of our judiciary system.”

But, police in uniform being the most visible of the three wings of crime justice system - 1) law enforcement (police); 2) adjudication (courts); and 3) corrections (jails, prisons, probation and parole) - is always the sacrificial lambs for the public as well as the government, particularly the politicians, Kumar rued.

While appreciating Delhi Police initiatives for the safety and security of NE citizens living in Delhi, he exhorted them to not forget that every cop is a human being and take bold steps to improve the image of Delhi Police.

Clarifying others initiatives, Hibu informed that rape case have been fast tracked at the initiative of Delhi Police, dropping female employees at home after evening by the BPOs and industries made mandatory under 144 CrPC, dedicated round the clock phone line 1096 for anti-stocking, 1091 for anti-obscene and 100 PCR installed, dropping home of any woman stranded after sun set by the PCR, lady police desk in all police stations, 307 Innovas flagged off by the home minister on June 21 last as PCRs etc.

“Commit yourselves to free the capital of crime and make Delhi Police a model force in the country,” the JCP said to the applause of the enthusiastic constables.  

 

When Kumar referred to the exodus of about 3.5 lakh NE people from South India and Maharashtra during August 2012, while Delhi was an exception, the unanimous view was that other cities including the neighbouring Ghaziabad and Faridabad should adopt the same strategy for the safety and security of NE people, the eight NE state bhawans should also set up 24X7 help desk, post a counsellor at Delhi during admission time, demand a special train to Delhi from Guwahati during admission session, an information centre should be set up in NEC office, take steps jointly to build a Seven Sisters guest house and motivate a committed NE NGO to take up  counselling to prevent drug abuse which claimed the life of a Mizo student Thursday.

 

 

BJP concern over poor relief and rehabilitation in Mebo area

PASIGHAT, Jun 28: Alleging that the State Government was not taking adequate flood relief and rehabilitation measures to lessen the suffering of the flood affected people of Mebo in East Siang district, the Mebo unit of Bharatiya Janata Party (BJP) has demanded the authority to expedite the relief and rehabilitation process in the flood affected area.

The recurring flash flood last year caused widespread damage to the crop field, human habitation besides washing out livestock, dwelling houses, road and bridges.

Claiming that the flood-hit people of Mebo have not yet received proper relief and rehabilitation from the government’s end, the BJP activists of the area alleged that the government was yet to sanction adequate fund to meet the actual loss and damages of the poor farmers.

“Though the state and central governments are fully aware of the situation, no adequate relief and rehabilitation measures have been taken for those affected people”, said Lenzing Pertin, a senior BJP leader of Mebo in a statement.

Pertin, who is keeping a close vigil on the relief and rehabilitation measures initiated by the district executive committee of relief and rehabilitation has raised question over “accountability” maintained by the Additional Deputy Commissioner (ADC)’s office at Mebo.

According to him, the records of flood relief payment and other financial information have not been updated which he claims to have found during an enquiry at the Mebo ADC office recently.

Pertin has demanded the authority to make public the allocation of flood relief fund in the district along with utilization report. He lamented that none of the sitting MLA Ralong Borang and former Mebo MLA Lombo Tayeng, who is an APCC leader, is putting attention to mitigate the suffering of the flood affected people. Instead, they were found busy with their political infighting, he alleged.

Mebo ADC Oti Dai when enquired informed that his office has received an amount of Rs 6.10 lakh from the state government, which has already been distributed among the last year’s flood affected farmers as per approved estimates of loss and damages. He said that some amounts out of the relief fund were utilized for restoration work of road and bridges.

According to the ADC, there was some unpaid balance after payment to the beneficiaries (flood and fire victims) and other restoration works, but the official records are not yet compiled.

On the other hand, the state government released an amount of Rs 10 lakh under National Disaster Relief Fund (NDRF), which was paid to the farmers of Pasighat and other circles falling under Ruksin sub-division. The authority, reportedly, has paid an amount of Rs 4.5 lakh to 38 fire victims and another mount of Rs 4.8 lakh to 53 rural farmers as compensation for loss of livestock in last year’s flood.

PASIGHAT, Jun 28: “Education and technology are huge game changers. You have to create opportunities and possibilities for people to develop their talent and also to attract the entire state,” said MLA Tako Dabii, referring his vision and dreams.

He was addressing the newly elected PRI members and officers of Nari-Seren and Koyu Anchal Blocks during the first development meeting cum workshop, held at the Nari ADC’s conference on June 27 and 28 which was attended by the in-charge ADC K Darang and it was actively participated by all PR leaders including Kenyom Dabii and Takir Kakki, ZPMs of Nari-Seren and Koyu respectively.  

Presiding over the meeting Tako Dabii briefed about various activities carried out under his stewardship and affirmed that developmental goals are in line to achieve high-income and qualitative improvements besides fulfilling the basic amenities to the people. Dabii believed that he has given sufficient recognition in terms of job creation, modernization and sustaining creativity and innovation. He shared his vision of a multicultural and multilingual society and stressing on socio-economic development.

Advising the PRIs he said, leaders at their respective levels and fields should ensure stability, prosperity, security and peace. They should promote education and health awareness in the society.    

Dabii also said that the newly elected Panchayat Raj representatives and departmental officials should inculcate in them a spirit of moral responsibility towards their working. He hope that such capacity building training would help all to work with sincerity and devotion in day to day performance, upgrade knowledge, skills and change mind sets.

Meanwhile, briefing about the importance of the youths and its role, he said the development agenda of any government cannot succeed without giving adequate attention to the youth population.

After threadbare discussions during the two days meeting, the house passed various resolutions like issue of new job cards and assurance for 100 days yearly job for eligible persons under MGNREGA, transparency of selection of beneficiaries and distribution of machineries and equipment to the eligible people to ensure good farming and productivities etc under both the state and central government sponsored schemes. The house also decided to recommend the government to authorize the ADC Nari to get authorization for issuing all kind of trading license, permits including ILP and PRC etc to deliver smooth services to the local citizens. NAHARLAGUN/NEW DELHI, Jun 28: Ford India’s Ford EcoSport car was launched at Omie Ford showroom here in the presence of Yupia ADC BJ Duia today.

The model was first officially launched in New Delhi on June 26, and the car has since been receiving encouraging response from customers.

New elected PR members urged to work for  rapid dev.

DAPORIJO, Jun 28: A Parichai Meeting for the newly elected Zilla Parishad Members, Anchal Chairpersons and all the Member Secretary, PRI of Upper Subansiri district was held here today at Rijo Conference Hall, Daporijo. The meeting was chaired by Zilla Parishad Chairperson Sushil Nalo and attended by Deputy Commissioner Tahang Taggu, ADC cum DPDO Gejum Ete, DPO S Timba and others.

The PRI members present were briefed about the Backward Region Grant Fund (BRGF) being implemented in the Upper Subansiri district and its finer points discussed as a prelude to the District Planning Committee (DPC) Meeting.

ZP Chairperson Sushil Nalo, while addressing the meeting, made a request to all the PRI members to work together to bring about noticeable changes and development in the district. Regarding the BRGF he said that with the provision of proper guidance by the Member Secretaries and pooling of ideas and resources by the PRI members, a comprehensive infrastructure can be developed in the district which will be beneficial for the people of the area.

DC Tahang Taggu advised all the PRI members present to work together as a team and to set aside all their personal and political differences as now they were the representatives of their people and segments. He advised the newly elected PRI members to continue their good work for area development.

DPDO Gejum Ete said that to be a good leader one should strive to make oneself capable of dealing with all kinds of situations and people and this is possible only if one has the right information and knowledge. He advised the need of PRI members to attend meetings and trainings organized by the PR department. He also explained in detail about the Panchayati Raj and its powers and functions.

Let Ziro valley be symbol of brotherhood

Dear Editor,

Through your esteemed daily I would like to extend my heartfelt thanks to all the administrative workers of Lower Subansiri’s Head Quarter Ziro in general and esteemed Deputy Commissioner and Superintendent of Police in particular, for their tireless service to make Lower Subansiri as a prosperous and crime free district. But not only me but entire Lower Subansiri people in particular and whole Arunachal Pradesh citizen in general would be more grateful to them if they do not let some one’s private resident or public places to be turned out as a burial ground. A unfortunate incident that happened few years back in which our one Arunachal brother unfortunately was buried in Subansiri stadium ground and last few days back incident, create little bit of disappointment against our administrator’s failure to protect peace and security of the people under their jurisdiction. Ziro valley Head Quarter of Lower Subansiri district is known for its peace loving. So, the peace loving people even if they cannot give you any material gifts but their everlasting gifts of love and prayer be with you where ever you will be if you do not let shatter the hope that they have entrusted on you. Only written statement “Law is above all” is incomplete without implementing it. Hence as usual I accept law as above all and do expect from others also, ask district administration to implement it in true sense. Lastly I would like to appeal all the likeminded brother and sister of entire Lower Subansiri belts to discourage the acts which are against the law and which hurts your native brother and sister’s feelings. I hope these appeal to the administrators and the opinion of mine would not hurt some one’s feeling and if it had hurt then like a gentleman I ask regretful apologies’ and also expect same gentlemen/lady manner from them too.

Is B.ed degree professional one?

Dear Editor,

Government has made it mandatory to all the teaching staffs to get B.ED degree along with their other qualification.  Substantially all the teachers are busy getting the tag of a qualified teacher by fulfilling the requisite directed from government. Interestingly my question is B.ED degree a technical course? The fees recommended are as similar to some technical course and some business oriented people are taking full advantage by establishing the subsidiary affiliated institutions to confer B.ED degree to the aspirants for huge chunk of money. It is the easiest business ever and government is completely unknown or known to fact that the way teachers are looted in open pavilion because they are compelled to get the degree for prolonged service and not to be victimized under the norms framed by the government. So my sincere appeal to the government is that you can’t be a mute spectator to injustice verdict to the teachers, who struggle hard to build the future of the students at worse places where the communication is even so dilapidated that several classes are lost during the period teacher goes towards the centre’s for acquiring B.ED degrees.

Worrying trend emerging in capital

Dear Editor,

It is indeed a worrying trend, especially in capital complex, of youngsters going back to the barbaric past of using dao in every little dispute. Chopping off of both the hands of Mr. Tai Chonam and the gruesome murder of Lt. Bomjen Gapak are just few examples. Just for a minute altercation, the promising young generation of the state was destroyed forever. We can only wonder how the family members of the victims are coping with the tragedy. The fear psychosis is so much among the capital dwellers that when somebody doesn’t show up for a night, the first thing his/her family member does is to look in morning newspaper if he/she too met with an incident something like that. The capital police have done commendable works in arresting many criminals, however, some cases are still mysteriously unsolved or making no visible progress. The general public, irrespective of caste or creed, would love to see the culprits involved in the infamous cases of Lt. BomjenGapak and that of journalist Tongam Rina face Indian justice system. The slow progress of the above cases is frustrating to all, including the police department itself I believe.

However, I would like to thank capital police for arresting the culprit responsible for chopping off of both the hands of my cousin brother Mr. Tai Chonam. With his both hands gone, we wonder how he will spend the rest of his life on his own. It is a loss not only to the family members, but to the entire state as just like Lt. Bomjen Gapak, he too was a promising young soul who would have played his role in shaping the future of our beloved state. But things were cut short, that too for petty reasons.

Severe punishments must be awarded to the culprits so as to set an example/deterrent to other potential killers lurking among us. If set free, they are a threat to other’s life, so must be kept quarantined in jails for their entire life.

School uniform need change

What is a School Uniform, anyway? A simple definition is this: All students wearing the same colour and /or same designed dresses and footwear etc. can be called a school uniform.

The good side of a school uniform: Well, the benefits of a school uniform can be several. Among other factors is oneness. The same dress instills a sense of oneness, a sense that they belong together. It is their common identity. EQUALITY – Children will not be able to show off their wealth by what they wear. It minimizes the superior-inferior complex, which usually goes with the kind of dress that people wear. IDENTITY – School Uniform serves as a mark of identity. The management, the students, the driver, the locality know who is who by the look of the School Uniform. This is especially useful for identification of small kids. I guess these are the chief benefits of School Uniforms.

THE HURTING SIDE OF SCHOOL UNIFORM

We also have to acknowledge that bad choices of School uniforms bring sufferings instead of blessings. Just think of this, for reference. This month June is now unbearably hot. And of course you are aware hundreds of Indians die each year because of summer heat. But each morning you are seeing off your precious little children all dressed up. The vest, shirt, tie, socks and all-weather black shoes. And on top of all these there comes a heavy bag of books. And mind you, not all schools have fans. And if they do, there are power cuts on daily basis! I am convinced that it is God’s grace that children can carry on like this!

Now whose decision is this? Our children are subjected to dress from top to bottom in the heat of summer and are sent to study, to learn, to do Math problems! Surely you and I do cannot dress like this!

Therefore, the time has come for us to consider for a change. Now how about a more eco-friendly, weather-sensitive, indigenous school uniform? Why not go for a uniformed cotton T-Shirt, Sandal, uniformed shorts? Will it not be more sensible in this tropical summer? Of course, you can keep the tie and the polished shoe for special events. You may order your jackets or sweater for a chill day.

May we suggest that the school owners and management bodies re-consider the uniforms so that children can breathe better next summer? Trust you are part of the people who bring good changes. And we shall remain grateful to every leader who works to make learning easier and child-friendly.

Under-nutrition and children

 Over three million children die before the fifth birthday every year from under-nutrition - accounting for 45 per cent of child deaths in 2011, says the latest Lancet series updates released in New Delhi.

As if to complete the grim picture, the picture has only worsened since the last Lancet findings, five years ago.

According to the medical journal's findings, most children with stunted growth (69 million) live in south-central Asia, as do 70 per cent of the world's wasted (or acutely undernourished) children - India's contribution to these figures are not clearly articulated as recorded updates on the state of nutrition in the country are outdated, the last being in 2005-06 National Family Health Survey (NFHS), according to which, nearly half (46 per cent) of Indian children below three years of age were underweight and 38 per cent were stunted.

India's achievements or under-achievement is best illustrated by Lancet's estimation of the population of stunted children under five years of age - the prevalence being highest in India even though its GDP per capita has been on the rise.

Malnutrition among women and children comes with enormous costs, accodring to the report, as a lack of adequate nutrition during the 1,000 days between a mother's pregnancy and her child's second birthday results in reduced physical capacity, cognitive development and educational attainment and increases the risk of being poor and undernourished as adults. Left unchecked, this threatens not only individual lives and health, but India's future.

The 2013 Lancet Series has outlined 10 key nutrition-specific interventions that, if scaled up to 90 per cent in 34 high nutrition-burden countries like India, could reduce the global prevalence of stunting and wasting by 20 per cent and 60 per cent respectively and comfortably reach the World Health Assembly's nutrition-related targets for these conditions by 2025. These interventions include calcium supplementation to mothers at risk of low intake, universal salt iodisation, vitamin A and zinc supplementation for children, promotion of breastfeeding and complementary feeding among others.
