Dare Potum passes away
ITANAGAR, Jun 28: One of the active grass root leader who was known for his social work and standing up for rights of transport federations of state, Dare Potum passed away this morning at his residence at Papu Nalah after prolonged illness. Former ANSU games and sports secretary, late Potum was born on February 3, 1974. He graduated from DN College in the year 1996. Late Potum is survived by two wives, four sons and four daughters. Meanwhile various transport bodies of state as mark of respect to late Potum has decided not to ply public transport vehicle on 30th of this month. SLSMC approves 10 slums in Capital for development
ITANAGAR, Jun 28: The State Level Sanctioning and Monitoring Committee (SLSMC) today in principle approved development of ten identified slums in the capital complex under the Rajiv Awas Yojna (RAY) being implemented across the country by the Union Ministry of Housing & Urban Poverty Alleviation.
Chairing the first SLSMC meeting, Chief Minister Nabam Tuki accorded the approval in presence of Urban Development Minister Rajesh Tacho, Parliamentary Secretary (UD) Padi Richo, capital MLA Techi Kasso and Itanagar Municipal Chief Councilor Higio Aruni. The meeting also approved the Rental Housing Project – one each at Itanagar and Naharlagun – a component under RAY Pilot Project for onward submission to the Union Ministry.
With the SLSMC approval, nodal agency of RAY in the state, the department of Urban Development would go ahead with preparation of a DPR for submission to the Union Ministry for final approval and sanction.

the urban poor into economic mainstream, and providing decent shelter and services

The Chief Minister observed that the ‘preventive’ aspect of the objective of RAY
holds more significance than the ‘curative’ part, especially in context of the state
capital Itanagar. “Development of urban slums and their integration into the mainstream
economy is alright but we must ensure that there is no further mushrooming of slums.
Only when we can ensure this, we will be successfully implementing the ambitious
project of UPA-
The Chief Minister also urged all – officials and politicians – to discourage encroachment of government premises as he felt that most of the slums come up in government land such as parks, industrial areas, official premises, etc or encroach into it.
Tuki advised the experts and the departmental officials to take into consideration all aspects of future development of the identified slums while preparing the DPR.
On his suggestion the SLSMC approved 10 slums falling under the ‘most vulnerable’ category from the 29 identified slums in Itanagar, Naharlagun and Nirjuli for development in the first phase. Of the 14 identified slums in Itanagar 5 would be taken up in the first phase, 4 from the 16 identified in Naharlagun and one from the 3 identified slums in Nirjuli.
Citing the Uttarakhand tragedy, the Chief Minister cautioned the concerned department not to allow builders come up with infrastructures at vulnerable places such as over streams, near river beds and landslide zones. He also called for a law to make it mandatory for all buildings to be earthquake resilient.

Lohit on high alert to face flood fury
TEZU, Jun 28: Lohit District Deputy Commissioner R K Sharma today called an emergency meeting with all the Heads of Department, Administrative Officers, Police as well as paramilitary forces as a part of Preliminary Preparedness for flood control in the district at his office chamber.
Concerned over the recent havoc in Uttarakhand, Sharma said that we have already gone through similar experience in last year’s monsoon flood in our area and added that though the magnitude of damage was much lower here, we cannot take the rain for granted. He therefore instructed all the departments to be in ready with their man power as well as machine power to face the wrath of flash flood if there be any.
All the work departments, police and paramilitary forces have also been alerted.
He also instructed every Sector Officers to take care of their respective sectors and to inform the District Disaster Management Cell in case of any sign of danger of water flow in their area. Constant verification will help in timely diversion of the water at the earliest, he said. Every one of us has to be in readiness and be prepared to render immediate relief and rehabilitation measures in the area, he added.

APCSOA team calls on CM, demands enquiry into assaults on officers
ITANAGAR, Jun 28: Arunachal Pradesh Civil Service Officers’ Association (APCSOA) has expressed strong resentment over Govt turning a deaf ear to various demands of the Officers’ association.
“The Government must set up an enquiry committee to enquire into the manhandling/ physical assault on Dr. Rubu Tabiyo, CO/RO Nyapin on April, 25 at Nyapin, Ainstein Koyu, EAC/RO, Seppa on May 18, Rido Tarak, CO/ARO Palin on May 22, attack on ADC/RO, Pania, ransacking of his official Bungalow on May 22 and assault of Jalash Pertin, ADC/RO Chayangtajo on June 21 at Seppa,” the APCSOA’s memorandum submitted to the Chief Minister, said. A delegation APCSOA today called on Chief Minister Nabam Tuki and placed its various demand before him through representation, which included enquiry into the assault on the APCS officers during the recently concluded Panchayati Raj Election in the State, timely transfer of officers by invoking the Rule 28(3) of part IX (Miscellaneous) of APCS recruitment rule, grant of soft loan to APCS officers, providing of adequate infrastructure in all administrative headquarters, including security, posting of 5 additional secretary to Govt. and early submission of Bagra Committee report besides other demands.
Responding to the memorandum, the Chief Minister reportedly assured to constitute a committee headed by a Commissioner or Secretary of the Govt. to inquire into the cases of assault on the APCS officers.
He was also in favour of the proposal for posting of the officers to the hard and remote localities, medium and soft locations on rotation. The Chief Minister also called for submission of the Bagra Committee report which was constituted on June 1, 2012 to look into the various demands of the Arunachal Pradesh Civil Service Officers’ Association.
In regards to the demand for granting soft loan to APCS officers, the Chief Minister agreed the proposal in principle maintaining that the Civil Services Officers being the local guardian of the peoples of their jurisdiction must have facilities to stay with dignity.
The Chief Minister advised the Association to maintain discipline and to strictly follow the guidelines, acts and rules and not get governed by other mediums to avoid ugly situations.
Further, he requested the Association not to resort to strike etc. as the APCS officers were the backbone of the Govt. and such act will paralyze the Govt. The grievances of the APCS will be looked into at best possible on priority, he assured.
Review meeting on power and water scarcity held
PASIGHAT, Jun 28: A review meeting on power and water supply at Pasighat was held on June 26 last at the DC’s conference hall which was attended by the Deputy Commissioner R K Mishra, Municipal Chief Councillor Denong Tamuk, SE (Power) Rokom Bado, EE (PHED) Oyuk Padung, President PPWC Okom Yosung (ZPM) and Pasighat municipal councillors.
Participating in the meeting, DC sought cooperation from all stakeholders to mitigate the problems of power. He also advocated for rainwater harvesting, micro planning, small projects suited to local needs in regards to water scarcity. The SE power intimated that present power problem was due to fault in between Ziro to Daporijo and between Aalo and Daporijo and the power supply is expected to be normalized within a day or two.
PMCC Denong Tamuk suggested that required fund for improvement of power and water supply at Pasighat could be taken up with the government collectively by both the elected municipal & pachayat bodies.

The only Juvenile home functional in the State is at Pasighat which is 300 km from the state capital. Without the help of all the stake holders, it is not possible for the Women Commission and the Police to achieve its desired target, the release said.

DC Capital Complex holds meeting on disaster preparedness
ITANAGAR, Jun 28: The DC Capital, Sanjay Goel today hold a meeting in his office Chamber to discuss the precautionary and preventive measures to be taken to meet any emergency in case of natural disaster.
During the meeting, SP, Fire and Emergency Services, Kime Aya presented the overall view of the stock of equipments that is available with the department like the fire fighting equipments, fire tenders etc.
He informed the DC about the numbers of personnel including the officers that are available with the department. The SDPO Naharlagun, Jummar Basar informed about the preparedness of police department for any disaster and requested that if the National Disaster Rescue Force (NDRF) could carry out demonstration workshop in the state and provide training to the Police Personnel here, it would be really helpful as they are well trained to deal with disasters.
The DC assured them that he would look into the matter and also asked them to be alert and be prepared with whatever force and equipments that they have and inform the DC Office immediately in case any emergency.

The battle between Humanities and Technical and Medical studies continues by and large in every nook and corner of the world. This is one such issue that has been troubling me since my high school days and the urge to put it in words became more urgent when I was watching the recently released movie of Ranbir and Deepika ‘Yeh Jawaani Hai Deewani’ when Naina’s (Deepika Padukone) mother brags about her daughter’s academic pursuits to Naina’s friend Aditi (Kalki) when they bump into each other after years of separation since school days and says ‘yeh medicine kar rahi hai, tum kya kar rahi ho beta?’ to which Aditi replies with a sense of lowness,’Main toh aunty Arts,mujhse zyaada padhai wadhai nahi hoti’..
This is not the only movie where the stream of Arts has been oddly diverted to make
way for other grand sounding courses like engineering, MBBS, MBA, so on and so forth.
Similar low-
None of the parents ever tell his/her offspring to take up literature or sociology or any of the courses related to the humanities, apart from a collective few. This is a familiar trend practiced by most of the parents. On what grounds, the answer remains a mystery. Do taking up these subjects (literature, language, philosophy, culture etc) make one less productive or does it reduce the chances of fetching a job for oneself in times to come? Come on, even Shakespeare and Karl Marx can swell up your wallet if students show some endeavor to take the plunge!
We can perfectly relate this ‘pull factor’ with Arunachal Pradesh where all the young minds are getting hallucinated towards the luminous tech degrees. But have you ever observed? It’s always the students hailing from the humanities background, who have a crack at the civil services and consequently emerge as the victor. Even Administrative jobs give out a lustre you can’t ignore!
Even months before the board results are declared, coaching classes of Itanagar and Naharlagun are already crammed with ‘prospective’ engineers and doctors and if all else fails Arts and Commerce colleges always prevails... Isn’t it? This is how the landscape of people’s mind is shaped and this is always how it operates. They have a propensity to treat it like an option. I concur to the dilemma of the masses and somewhat sympathize with the fact that a very few options open up once you decide to take this route but let’s not look down upon it. The significance of Humanities might have been overshadowed by the upcoming, lucrative and most sought after academic streams, but life appears to be best in three things; old wine to drink, old friends to trust and old authors to read and to comfortably quote Terry Eagleton, “The humanities should constitute the core of any university worth the name.”
All in jest ‘forget the tigers, save the Humanities people. We are a dying breed’!!

BJP concern over poor relief and rehabilitation in Mebo area

PASIGHAT, Jun 28: Alleging that the State Government was not taking adequate flood relief and rehabilitation measures to lessen the suffering of the flood affected people of Mebo in East Siang district, the Mebo unit of Bharatiya Janata Party (BJP) has demanded the authority to expedite the relief and rehabilitation process in the flood affected area.
The recurring flash flood last year caused widespread damage to the crop field, human habitation besides washing out livestock, dwelling houses, road and bridges.
Claiming that the flood-
“Though the state and central governments are fully aware of the situation, no adequate relief and rehabilitation measures have been taken for those affected people”, said Lenzing Pertin, a senior BJP leader of Mebo in a statement.
Pertin, who is keeping a close vigil on the relief and rehabilitation measures initiated by the district executive committee of relief and rehabilitation has raised question over “accountability” maintained by the Additional Deputy Commissioner (ADC)’s office at Mebo.
According to him, the records of flood relief payment and other financial information have not been updated which he claims to have found during an enquiry at the Mebo ADC office recently.
Pertin has demanded the authority to make public the allocation of flood relief fund in the district along with utilization report. He lamented that none of the sitting MLA Ralong Borang and former Mebo MLA Lombo Tayeng, who is an APCC leader, is putting attention to mitigate the suffering of the flood affected people. Instead, they were found busy with their political infighting, he alleged.
Mebo ADC Oti Dai when enquired informed that his office has received an amount of Rs 6.10 lakh from the state government, which has already been distributed among the last year’s flood affected farmers as per approved estimates of loss and damages. He said that some amounts out of the relief fund were utilized for restoration work of road and bridges.
According to the ADC, there was some unpaid balance after payment to the beneficiaries (flood and fire victims) and other restoration works, but the official records are not yet compiled.

NAHARLAGUN/NEW DELHI, Jun 28: Ford India’s Ford EcoSport car was launched at Omie Ford showroom here in the presence of Yupia ADC BJ Duia today.
The model was first officially launched in New Delhi on June 26, and the car has since been receiving encouraging response from customers.
“Even before the launch of the car in the Capital Complex several customers had already booked one for themselves,” Omie Ford’s sales manager Sanjeev Mazumder informed, adding he is convinced that “many more will follow.”

DAPORIJO, Jun 28: A Parichai Meeting for the newly elected Zilla Parishad Members, Anchal Chairpersons and all the Member Secretary, PRI of Upper Subansiri district was held here today at Rijo Conference Hall, Daporijo. The meeting was chaired by Zilla Parishad Chairperson Sushil Nalo and attended by Deputy Commissioner Tahang Taggu, ADC cum DPDO Gejum Ete, DPO S Timba and others.
The PRI members present were briefed about the Backward Region Grant Fund (BRGF) being implemented in the Upper Subansiri district and its finer points discussed as a prelude to the District Planning Committee (DPC) Meeting.
ZP Chairperson Sushil Nalo, while addressing the meeting, made a request to all the PRI members to work together to bring about noticeable changes and development in the district. Through your esteemed daily I would like to extend my heartfelt thanks to all the administrative workers of Lower Subansiri’s Head Quarter Ziro in general and esteemed Deputy Commissioner and Superintendent of Police in particular, for their tireless service to make Lower Subansiri as a prosperous and crime free district. But not only me but entire Lower Subansiri people in particular and whole Arunachal Pradesh citizen in general would be more grateful to them if they do not let some one’s private resident or public places to be turned out as a burial ground. A unfortunate incident that happened few years back in which our one Arunachal brother unfortunately was buried in Subansiri stadium ground and last few days back incident, create little bit of disappointment against our administrator’s failure to protect peace and security of the people under their jurisdiction. Ziro valley Head Quarter of Lower Subansiri district is known for its peace loving. So, the peace loving people even if they cannot give you any material gifts but their everlasting gifts of love and prayer be with you where ever you will be if you do not let shatter the hope that they have entrusted on you. Only written statement “Law is above all” is incomplete without implementing it. Hence as usual I accept law as above all and do expect from others also, ask district administration to implement it in true sense. Lastly I would like to appeal all the likeminded brother and sister of entire Lower Subansiri belts to discourage the acts which are against the law and which hurts your native brother and sister’s feelings. I hope these appeal to the administrators and the opinion of mine would not hurt some one’s feeling and if it had hurt then like a gentleman I ask regretful apologies’ and also expect same gentlemen/lady manner from them too.

Is B.ed degree professional one?
Dear Editor,
Government has made it mandatory to all the teaching staffs to get B.ED degree along with their other qualification. Substantially all the teachers are busy getting the tag of a qualified teacher by fulfilling the requisite directed from government. Interestingly my question is B.ED degree a technical course? The fees recommended are as similar to some technical course and some business oriented people are taking full advantage by establishing the subsidiary affiliated institutions to confer B.ED degree to the aspirants for huge chunk of money. It is the easiest business ever and government is completely unknown or known to fact that the way teachers are looted in open pavilion because they are compelled to get the degree for prolonged service and not to be victimized under the norms framed by the government. So my sincere appeal to the government is that you can’t be a mute spectator to injustice verdict to the teachers, who struggle hard to build the future of the students at worse places where the communication is even so dilapidated that several classes are lost during the period teacher goes towards the centre’s for acquiring B.ED degrees.

Worrying trend emerging in capital

It is indeed a worrying trend, especially in capital complex, of youngsters going back to the barbaric past of using dao in every little dispute. Chopping off of both the hands of Mr. Tai Chonam and the gruesome murder of Lt. Bomjen Gapak are just few examples. Just for a minute altercation, the promising young generation of the state was destroyed forever. We can only wonder how the family members of the victims are coping with the tragedy. The fear psychosis is so much among the capital dwellers that when somebody doesn’t show up for a night, the first thing his/her family member does is to look in morning newspaper if he/she too met with an incident something like that. The capital police have done commendable works in arresting many criminals, however, some cases are still mysteriously unsolved or making no visible progress. The general public, irrespective of caste or creed, would love to see the culprits involved in the infamous cases of Lt. BomjenGapak and that of journalist Tongam Rina face Indian justice system. The slow progress of the above cases is frustrating to all, including the police department itself I believe.
However, I would like to thank capital police for arresting the culprit responsible for chopping off of both the hands of my cousin brother Mr. Tai Chonam. With his both hands gone, we wonder how he will spend the rest of his life on his own. It is a loss not only to the family members, but to the entire state as just like Lt. Bomjen Gapak, he too was a promising young soul who would have played his role in shaping the future of our beloved state. But things were cut short, that too for petty reasons.
Severe punishments must be awarded to the culprits so as to set an example/deterrent to other potential killers lurking among us. If set free, they are a threat to other’s life, so must be kept quarantined in jails for their entire life.
